1.    INTERNET BASED STUDY::

 

During this period, the basic activity is up-gradation of Knowledge in the areas in which certain experience is already gained elsewhere in Organizations. This will reinforce the experience and will make me a challenging candidate to take up work in future of similar categories in a more effective way. The means adopted for this task is Internet Based Studies at Commercial Internet Centers situated in the town of Bapatla at a payment of Rs. 20 to 25/- per hour user charges of the Computers. Already, more than a hundred hours of Internet time and a few hundred pages of material have gone into this effort.

 

WHAT IS AN INTERNET BASED STUDY ?

 

Internet is symbolized by the most important characteristic i.e. ?freedom of Choice?. There is no tutor or guide or teacher in an apparent sense, though there are people underlying the Websites that are used. These people are authors, information providers and marketers, who published material in the Websites and made available to us. There is material made available free of cost [ excluding Internet usage time ] and material that is promoted as course material and marketed material for both of which a price is specified. To my study, material with charges to be paid, such as for instance a University promoted course material is out of scope, as the money available is limited only for the Internet usage. The criteria to be met is ?obtaining adequate knowledge for internal use of SMILE Services? and ?satisfying interviewers at the time of Job Applications?. Further, at my present age of 46 years, it is somewhat incongruous to expect tutoring or guidance by somebody. I can directly go into the research publications even, in most of the subjects I have some introduction into.

There is strong opinion available Nationally that the on going Economic Reforms are hampering indigenous Research & Development effort in the fields of Science & Technology. My own sample survey of jobs advertised in the Internet and those coming through News Papers, The Hindu and Times of India over a period of 6 months recently in my parent field of Chemical Engineering supports the view that  these activities are not picking up in any substantial way especially in the Private Industry that has to assume the  Flag Ship  role in the liberalized economic environment .

 

      In the booklet titled  General Information on Research & Development Funding Schemes of Central Government Departments/Agencies  published by Ministry of Science & Technology, Department of Science and Technology, New Delhi, Mr. V. Ramesam, Head, National Science and Technology Management Information System [ NSTMIS ] Division, DST quotes a figure of Rs. 6,821 Crores National Investment on R & D in 1994-95 spread over spending by 20 Department engaged in in-house work and external funding in Science & Technology.

 

      ?????The work in compiling the booklet was done by Mrs. Namita Gupta and Shri D. George of NSTMIS, DST, New Delhi . The following questions arise in obtaining a clear picture of the scenario. Even though such huge sum is spent on R & D, the efficacy with which the money is invested is questionable, which requires the following quantitative study.

 

      ?????A] What is the latest amount being spent?

B] What is it as a percentage of GDP and Annual Plan Outlay?

C] Do we have statistics for the entire period of Reform years, year- wise commencing with 1991 and upto 2003?

D] What is the Split-up in terms of their own in-house R & D against disbursing for external R & D?

E] What is the Split-up of this amount between the disbursing bodies, Major and Minor ?

F] How much money is actually being given to Private Industry as for? Sponsored R & D ?

G] what is the Split-up between Centrally Sponsored R & D and at State Levels ?

H] What are the amounts spent on Personnel/head as against Equipment and Others ?

?I] Can the details of Project Appraisal Forms being adopted by major? funding Bodies for R & D be given ?

?J] What is the encouragement being given to new and budding R &? D? Establishments in comparison with established ones ?

 

Mrs. Namita Gupta, Scientist-D, NSTMIS, DST, New Delhi has been contacted by e-mail with the Questionnaire to see whether she can take up the work for successful accomplishment and subsequent publication of the details in a Scientific Journal. A reply is not received indicating that she cannot take-up? the work. Plans are underway to complete the survey on my own and the Survey papers are circulated to at least 30 Ministerial ( Central ) and Departmental Heads of Organizations functioning in the Wider Framework of Science & Technology in India.

A Mini Computer required:

A mini Computer is required to run the Simulation Software with Optimization routines with reasonable speed. Though the current day Personal Computers are fast, it is doubtful whether they can handle the speed requirements of Simulation Software especially Flow-sheeting Systems with Optimization.

The preferred Languages to be used for Software Development are C and Fortran 77.

PURCHASE OF A SIMULATION PACKAGE:

Cristal is operating a Commercial Scale TiO2 pigment Manufacturing Industry. In an Industrial Scale, there are bound to be more Unit Operations and heat Transfer Operations than the 3 processes listed in this write-up for which in-house Software is suggested to be developed. Cristal can hence plan to purchase a ?Flow-sheeting System? which contains more unit operations and heat transfer operations. Computer Simulation Packages are available in the International market of the Steady State and Dynamic Types. It has to be decided which package suits the purpose. Numerical Mathematics will be necessary along with Simulation Packages and it has to be seen whether the manufacturer offers a numerical mathematics package also. Optimization Programs constitute one advance over numerical package. Hence it has to be seen whether the overall package comes along with Optimization routines. In case numerical and Optimization routines are not available with the Simulation Package Vendor, they are to be prepared at home.

A Flow-sheeting Simulation package that comes with it?s own language that allows Linkage of Equipment Units in a dynamic fashion allows the entire flow-sheet of a Chemical Process Unit to be Simulated at Computer speeds and hence will be very useful when Optimization of the entire flow sheet is a target.

Modular approach to Flow-sheet Design is to be preferred where each module represents an equipment whose model can be developed as is required and linked to the overall flow-sheet. Thus, models of items described in this write-up can be developed independent of the flowsheeting system and linked to it as is required.

ACTIVITIES AT CRISTAL THAT CAN BE PLANNED WITH THE APPOINTMENT OF A GROUP LEADER WHO CAN WORK ON SIMULATION PROGRAMS AND SIMULTANEOUSLY WILL HAVE A ROLE IN THE PROCESS DEVELOPMENT GROUP

The Group Leader?s Supporting Role to The Process Development Group ::

In the Production of Pigment Grade TiO2 from Rutile as the starting material, 3 critical steps are involved.

1. Fluidized Bed Chlorination of Rutile to TiCl4,

2.      Distillation of TiCl4 produced,

3.      Oxidation of highly pure form of TiCl4 to TiO2.

The high specifications of the products of the three processes makes it uncertain to decide at this stage whether Design of the equipment involved is directly possible or whether a Developmental Stage is necessary in each of the Process/Equipment. This point can be ascertained only after the respective thorough Literature Searches are made ( research articles and Patents existing ). The exact nature of the Developmental activity if any can only be decicec after the literature searches are made. The high specifications also make them necessary/amenable for modeling and Computer Simulation.

1.      Fluidized Bed Chlorination of Rutile to TiCl4:

The bed consists of Rutile mixed with Coke particles through which Cl2 gas is passed. The reaction temperature is to be maintained within a close range and the reaction is exothermic. A fluidized bed is hence necessary. The Group Leader has an overall experience of more than 6 years in both the fundamental and applied fluidized bed research/process development. Hence, he is better assigned the work of Design/Process Development of the Fluidized Bed. Further activities in which the Group Leader?s Knowledge can be utilized are, Operation and Commissioning of The Fluidized Bed.

2.      Distillation of TiCl4 produced:

Ultra high pure distillation with removal of colouring agents will be required. The Group Leader already has experience of research and development of an equipment namely gas-solid fluidized bed. More over, the distillation involved appears to be multi-component with high grade4 distillate requirement. Hence, the problem of Design/Process Development is better assigned to the Group Leader.

3.      Oxidation of highly pure form of TiCl4 to TiO2:

The surface properties of the TiO2 powder obtained is controlled by this oxidation. The Burner and the Burning Chamber appear to be critical. Heat, Mass and Momentum Transfer simultaneous along with Particle Nucleation require special study and work. Hence the Design/Process Development is better assigned to the Group Leader.

Simulation Problems in TiO2 Pigment Manufacture :

                1)      Gas-Solid Fluidized Bed Chlorination of Rutile,

2)      Distillation Simulation of TiCl4,

3)      Oxidation of highly pure TiCl4 to TiO2: Burner and Burning Chamber Simulation.

All the three problems can be attempted by the Group Leader responsible foe the Simulation Group. It has to be seen whether a static simulation is enough or whether dynamic simulation will be necessary.

A PILOT SCALE UNIT

After taking stock of the contents of flow-sheet for the Production of Pigment grade TiO2

From rutile ore and taking stock of the developments that are possible in a period of 2 years, it has been suggested that a Plan should be implemented at Cristal to bring forth a fully operational Pilot Plant within 2 years. The capacity of this Plant can be 10% the capacity of the Commercial Unit Cristal is operating at present. The Capacity of the Commercial Unit is 70,000 M.T.p.a. Experiments can be conducted in such a Pilot Plant to fix the necessary parameters for the design of a fully operational commercial unit.

a. Science and Our Agricultural Future

While we should give the highest priority to improving food consumption and equitable distribution, we should not decelerate our efforts in improving agricultural production through yield improvement, higher factor productivity and better post-harvest management. Agricultural production, factor productivity and investment in irrigation and post-harvest and rural infrastructure are all declining in India. Prices of many agricultural commodities have collapsed and Indian farm families are in deep economic and psychological distress. This trend, if not arrested immediately, will lead to social chaos, since agriculture (crop and animal husbandry, fisheries, forestry, agro-processing and small scale agri-business) is not just a food producing machine, but is the backbone of the livelihood security system for nearly 700 million children, women and men in the country. There is no time to relax on the food production front, just because the major problem today is in the area of marketing and distribution. At the same time, we should not continue to remain silent spectators to the co-existence of mountains of grains and millions of hungry.

Reorganization of extension services

Advances in information technology also provide opportunities for farm graduates to establish computer-aided and internet connected Rural Knowledge Centres. These centers should help to convert generic into location specific information. The present extension service has outlived its utility. It can be replaced over time by farmer owned and operated knowledge centers. A virtual college linking such village knowledge centers to agricultural universities and research institutions can be established, so that farm women and men are able to get up-to-date and authentic technical advice. Nearly a million farm graduates (both men and women) can be involved in establishing and operating such Rural Knowledge Centres based on modern information and communication technology. Such centers can also operate local community radio stations. Such a restructuring and retooling of extension services will help to provide demand driven and environment and farming systems specific advice to farmers. They will trigger a knowledge revolution in agriculture and will lead to an efficient and eco-sensitive precision farming movement. This great opportunity for achieving a transition from unskilled to skilled work and for designing a new extension service for the new economy should not be missed.

d. Institutional support: Higher production can be sustained only if there are opportunities for assured and remunerative marketing. A major challenge relates to reducing the cost of production by improving productivity. This will call for appropriate institutional structures which can help to provide key centralized services to small and marginal farm families and to provide them with the power of scale in eco-farming (i.e., integrated pest management, scientific water management, integrated nutrient supply, precision farming etc.,) as well as in marketing. The role of the Small Farmers Agri business Consortium (SFAC) that was established for this purpose should be reviewed and appropriate institutional structures, owned and controlled by farm families, should be promoted. Federations of self-help groups, farmer controlled cooperatives and corporate business entities, and other socially relevant institutional structures should be promoted. Without enhanced efficiency in the production and post-harvest phases of agriculture, Indian farmers will not be able to face the challenge of globalization in terms of cost competitiveness, quality of produce and consistency of supply.

New economy and new employment opportunities: Opportunities for new employment include the production of eco-foods, 'biological-software' for sustainable agriculture like bio-fertilizers, bio-pesticides and vermi-culture, bio-processing, health foods, herbal medicines, recycling of solid and liquid wastes and agriculture and agro-processing machinery. In the new knowledge based economy, good ecology will be fundamental to good business.

 


THE EVIDENCE AND TESTIMONY

 

To tell you the truth, I am not a mere thinker or Policy Designer. I am, on the other hand, by Profession, a builder, an Engineer and a doer. I will relegate my thinking to the background and self study but in the field, I stand as a doer. The Policies I design therefore are also with a bottom-up doer’s approach to issues, problems and limitations.

The evidence is that I am currently working on a U.S. $s 100 Million Investment Potential Agro-Rural-High Technology as well as Improved Rural Processing Methods Industrial Scheme that can provide sustained and self supported livelihood and work for 1,00,000 rural families as I estimate in Andhra Pradesh, Kerala and Tamil Nadu. The outlines of this scheme were already drawn up in 1995-?96 when I worked in the Agricultural College Libraries, but this is the most needed and favorable time. I came to understand during that period itself what Agriculture is like in the present day India, what rural poverty is, how deceptive and unguided some of the grand Policy Announcements of Governments can be and what Technology can do in a situation like this.

Today. In March 2004, My Scheme is already a visible success in the second round without any means of External Support either in cash or kind. I am an adept in using any Knowledge and Information through my sustained Research & Development effort for 24 years of my career, both in India and in Canada.

 

This is not the only instance of my interaction with Rural Poverty. I have ALMOST 15 YEARS ago worked on the Rice Husk utilization Technology. I worked on Education Policy Making in India and produced a paper dealing with the basic concept itself of Education. I worked on a concept of Rural United Technologies in tandem with Appropriate Technologies. I believe I have sufficient understanding of the mind of the noted freedom fighter of these parts, Late Sri Vavilala Gopala Krishnaiah when he expressed displeasure with the prevailing situation in India, in a one to one and face to face talk about my activities as the Chief Executive of SMILE Services. I have my own sufficient reading in Delhi, of Gandhian Literature that touches upon rural poverty and those of Vonoba Bhave on Education. These days and ever since the commencement in 1991, Economic Reforms in India, I have studied the pith and substance of these Reforms from a Marketing Management Perspective in which subject I have done an year M.B.A. Course in Canada for my Master’s Degree Programme in Engineering. I have ideas to promote an Agro-Rural-Crop Cultivation-Marketing Guidance Programme to the poor farmer. I have tried associating the Children’s Computer Education Programme of SMILE Services with Azim Premji Foundation working on the same theme in Karnataka Rural Schools with Local Languages and Situation Computer Software Development, the Project in a REASONABLY big way. I have recently studied the Strategic Documents produced under Modernization Government Programme of Kerala Government that again give a vivid description of Poverty and I suggested Consultancy from SMILE Services towards Industrial Promotion Policy of Kerala in relation to other States of India and for QUALITY in Government Functions.

 

I am Executive Trained in Manpower Planning at National Institute for Training in Industrial Engineering ( NITIE ), Mumbai and some of the ideas of it can be borrowed to the present day rural India especially with respect to Vocational Education, Rural Employment and Industrialization. In Delhi, I have long back got familiar with work of Organizations like Association of Voluntary Agencies for Rural Development ( AVARD ). I also worked a little bit on the Public Distribution System in India and produced a short paper titled  Rice and it’s Price- A Marketing System Analysis. I have also closely grasped the ideas of former Head of The Department of Entomology, Agricultural College, Bapatla ( my home town ), Dr. Tirumala Rao, a Gold Medalist in his time, who freely shared with me his ideas on Agricultural Research in India.
